Unpacking DTCC's Tokenization Service: Not US Stocks On-Chain, but an On-Chain Mirror of the Official Ledger

DTCC turns custodied securities into on-chain entitlement copies; the $30 trillion figure is the eligible universe, not the on-chain scale
AI Summary
Expand
  • Core Viewpoint: DTC, a subsidiary of DTCC, has officially launched its tokenization service, minting on-chain digital copies of the entitlement records of already-custodied securities rather than moving US stocks onto public blockchains; 20 institutions have signed on to participate, but scale and settlement efficiency remain to be proven.
  • Key Elements:
    1. The tokens are 1:1 entitlement mirrors of already-custodied securities, with CUSIP, ownership, and economic rights unchanged; no new securities are issued.
    2. More than 30 securities are convertible on day one, covering select Russell 1000 constituents, major index ETFs, and US Treasuries; the service connects to two chains, Canton and DTCC's private Besu.
    3. The "$30 trillion" refers to the total market value of the tokenizable universe, not the amount already minted; no minting volume or transfer counts were disclosed on the launch day.
    4. The service is limited to transfers between registered wallets of DTC participant institutions, making it a controlled institutional pipeline rather than open DeFi.
    5. The legal basis is the SEC Division of Trading and Markets' December 2025 no-action letter, a time-limited three-year staff-level exemption rather than a permanent authorization.
    6. BNY Mellon and Goldman Sachs were absent from the first wave of participants; cross-chain interoperability and on-chain cash settlement are both slated for the 2027 roadmap.
    7. On the same day, JPMorgan and 33 other companies joined the camp opposing third parties tokenizing their stocks without authorization, competing with the DTCC model over the definition of "tokenized stocks."

TL;DR

  • On October 28, DTC, a subsidiary of DTCC, launched its tokenization service, with 20 participating institutions signing access agreements.
  • On-chain tokens are digital entitlements mirroring already-custodied securities; the CUSIP and rights remain unchanged, and no new securities are issued.
  • Related names: Canton (CC), JPMorgan, Citi, State Street.

On October 28, 2026, DTC, a subsidiary of DTCC (Depository Trust & Clearing Corporation), announced the official launch of the DTCC Tokenization Service. Twenty DTC participants—including JPMorgan, Citi, State Street, Morgan Stanley, Bank of America, Barclays, and UBS—have signed access agreements, with onboarding to roll out progressively.

Once the news spread, "the $30 trillion US stock market goes on-chain" became a headline plastered everywhere. But what DTCC actually did was simply turn the official DTC ledger record of "who owns this already-custodied security" into a digital copy that can go on-chain and be converted back to its traditional form. The US stock market itself has not been moved onto a public chain.

One relationship needs to be untangled first. The US stocks investors see in their brokerage accounts are, legally, a securities entitlement recorded on the DTC ledger—not a stock certificate. DTC created an on-chain mirror of that same entitlement, backed 1:1 by the already-custodied security, with the CUSIP (securities identification code), ownership, economic rights, and investor protections all fully preserved.

Two Forms of the Same Stock

DTC has not issued any new securities. Its approach is to mint already-custodied positions into "tokenized entitlements" and deliver them to wallets registered by participants. The so-called "on-chain" here refers to the entitlement record going on-chain, not the issuance of new securities.

The boundaries laid out officially are very specific. On the same chain, when both parties are registered wallets, tokens can be transferred peer-to-peer 24/7, with transfer as settlement—no more waiting for T+1. However, conversions between the traditional form and the token form, as well as cross-chain transfers, still go through DTC's conversion service, open on weekdays from 2:00 to 18:00 ET, with a target completion time of 15 minutes.

On day one, more than 30 securities are convertible, covering select Russell 1000 constituents, ETFs tracking major indices, and US Treasuries. Two chains are supported at launch: Canton and DTCC's own private Besu network. Additional networks are planned for 2027.

The $30 trillion figure comes from DTCC's own framing and refers to the total market value of this batch of convertible securities. It is the "tokenizable scope," not the amount already minted.

Who Can Use It, What Can Be Transferred, and What Cannot Be Done

This service is not open to the public. Only DTC participants can access it directly, and tokens can only flow between wallets they have registered. It is a controlled conduit between institutions—not open DeFi, and not a new trading application for ordinary investors.

The legal basis is a no-action letter issued to DTC by the SEC's Division of Trading and Markets on December 11, 2025. Staff stated that, if done in the manner described by DTC, they would not recommend enforcement action for three years. This is a time-limited exemption at the staff level—not an act of Congress, and not a permanent authorization.

SEC Commissioner Hester Peirce called it an incremental step toward moving markets on-chain, while cautioning that it is a pilot with operational limitations.

Before the launch, on July 15 of this year, DTC had already completed small-scale production trades with more than 30 institutions, covering collateral, lending, repo, and entitlement settlement. But there is still a gap between signing and running volume. On launch day, DTCC did not disclose minted volume or the number of transfers.

Canton's Price Didn't Follow the "30 Trillion" Narrative

The crypto market read this as an exclusive catalyst for Canton. Market data shows that CC traded around $0.10 around the launch, roughly flat over 24 hours and down about 11% over 7 days, with no volume breakout matching the "30 trillion on-chain" narrative.

The multi-chain design is one reason. DTCC Chief Digital Officer Nadine Chakar put it plainly: no single chain can handle the volume they need. Besu and Canton stand side by side on day one, Stellar is expected to join in the first half of 2027, and Circle's Arc is also on the roadmap.

Another thread was advancing the same day. According to The Wall Street Journal, JPMorgan, AMD, Coca-Cola, and other companies joined the camp opposing third parties tokenizing their stocks without authorization, with the list expanding to 33 companies.

Such third-party products only track the price and grant no voting rights, and issuers can demand they be delisted. What DTCC sells is the same CUSIP with the same rights. The two kinds of "tokenized stocks" are fighting over the right to define the same term.

Citi's judgment sides with the latter. Nadine Taysen, Citi's global head of tokenized securities and crypto, said the industry will move toward digital twins like DTCC's, and consumers must distinguish what exactly they are buying. Citi Research's mid-2026 base case projects tokenized assets reaching $5.5 trillion by 2030. That is an outlook for 2030, not validation of this launch.

The Door Is Open, but Scale Hasn't Arrived

To gauge the significance of this, what matters is not the length of the list but whether there is volume. Twenty signatories only show that the big banks don't want to miss the official channel; it doesn't mean all 20 are running.

The absence list is equally informative. Industry outlet Ledger Insights noted that BNY Mellon, the largest US custodian bank, and Goldman Sachs, which participated in the July pilot, are both absent from the first batch of access.

A harder constraint comes from the settlement mechanism. In the traditional system, NSCC (National Securities Clearing Corporation) netting can compress actual settlement volume to about 2% of total trading value. If the on-chain system lacks both netting and on-chain cash, the efficiency narrative of 24/7 transfers is only half complete. Cross-chain and on-chain cash settlement are both currently on the 2027 roadmap.

Whether the three-year no-action letter can be made permanent upon expiry also remains unanswered. The door is indeed open, but what determines whether this is "opening a door" or "moving house" will be the minted volume over the next few quarters, whether the collateral application chain can run, and when tokenized deposits or stablecoins are brought in.
