Odaily reports that Bank of America strategist Michael Hartnett said money market funds attracted $166.4 billion in inflows in the week ending October 7, the largest weekly scale since April 2020. He believes that as long as the Federal Reserve does not initiate sustained and significant monetary easing, this batch of funds will find it difficult to leave cash-like assets on a large scale in the short term. Hartnett summed up the current logic of capital flows in one sentence: "No rate cut, no reduction in cash."
Unlike the common previous judgment that "too much cash will eventually flow into the stock market," he believes that the current elevated level of cash does not necessarily mean there will be massive potential buying power for stocks in the future, because cash itself can already provide relatively attractive yields. The market now expects that the Fed's next rate hike is more likely to occur in December rather than at the late-October meeting. The rates market is also pricing in the possibility of continued tightening in the coming months. In this environment, cash is no longer a "waiting asset" with almost no yield.
Money market funds and short-term bonds can provide relatively high interest while price volatility is significantly lower than that of stocks and long-term bonds, so investors have no obvious incentive to rush into taking on more risk.
Odaily News: The Zcash development team plans to incorporate quantum-resistant signature opcodes into the network in January 2027, supporting transaction verification through hash-based signatures to reduce the threat that breakthroughs in quantum computing technology pose to wallet key security. However, the official activation time has not yet been determined. Zakura engineer Roman Akhtariev stated that the mechanism will be primarily applied to Zcash's transparent transaction system. As of Thursday, approximately 11.96 million ZEC were held in the transparent address pool, accounting for about 70% of the 16.98 million ZEC in circulation. In addition, Zakura has launched a wallet balance query tool based on Private Information Retrieval (PIR), and an experimental version is already available through the "Private queries" setting in the Zcash wallet Vizor.

Odaily News: As artificial intelligence technology is increasingly viewed as a national security issue, amid growing calls for stronger AI regulation and following multiple cybersecurity incidents caused by out-of-control AI systems, companies developing frontier AI technology are intensifying efforts to establish connections with U.S. President Trump's White House. Since the beginning of this year, Anthropic has appointed at least two former Trump administration officials, one to its board of directors and another as head of frontier compute strategy. OpenAI has hired at least three officials who previously served in the Trump administration, working on strategy and special projects.
Michelle Nie Duncan, a visiting research fellow with the Technology and National Security Program at the Center for a New American Security (CNAS), said companies have realized that the Trump administration holds many policy tools that can affect their businesses, including federal government procurement, supply chain risk designations, and export controls, and that the government is willing to use these measures. "These companies have learned from Anthropic's experience and realized that maintaining good relations with the White House is beneficial," she said. (CNBC)

Odaily: The European Securities and Markets Authority (ESMA) has published a consultation paper seeking industry feedback on the legal, liquidity, and operational risks of tokenized collateral, in order to assess whether clearing institutions can obtain and liquidate such assets under market stress, and to determine whether new EU regulatory measures are needed.
ESMA Chair Verena Ross stated that legal certainty, infrastructure interoperability, and appropriate regulation are needed to create the conditions for the safe cross-border operation and scaling of tokenized markets. Tokenized collateral is entering European clearing operations, enabling banks and investors to obtain securities more quickly to meet margin requirements.
The assessment will also examine whether current EU rules can support clearing institutions in obtaining and liquidating tokenized collateral in the event of a member default. In July 2025, Eurex Clearing launched a collateral service based on distributed ledger technology, and JPMorgan completed its first real-time transaction for Dutch pension investor PGGM.
ESMA will also assess tokenized forms of assets held by traditional financial infrastructure, assets natively issued on distributed ledgers, and their relationship with stablecoins, central bank money, and tokenized deposits. The European System of Central Banks launched Pontes in September 2025 to settle tokenized asset transactions in central bank money, and to connect blockchain infrastructure with existing settlement systems.
