ESMA Requires EU Crypto Firms to Cease Offering MiCA-Noncompliant Stablecoin-Related Services Within Three Months

Odaily reports: The European Securities and Markets Authority (ESMA) has stated that EU crypto asset service providers authorized under MiCA should cease offering services involving stablecoins that do not comply with the Markets in Crypto-Assets Regulation (MiCA) to EU clients, and should address existing related exposures no later than January 8, 2027.

The guidance covers trading platforms, exchange services, order execution, custody, transfers, investment advice, and portfolio management. ESMA requires firms to take technical, contractual, and organizational measures to prevent EU clients from gaining or increasing exposure to unauthorized stablecoins.

Regulators may allow firms to provide limited services such as liquidation, conversion, withdrawals, transfers, and safekeeping to help clients exit existing positions, but such activities must be temporary arrangements and subject to strict supervision. This update extends the relevant guidance published by ESMA in January 2025. (Cointelegraph)

Second hacked, loses 0.75 BTC, user funds unaffected

Odaily reports: Second, a project built on Ark Protocol, disclosed that its server was exploited in an attack on Monday, resulting in the loss of 0.75 BTC of its own funds, worth approximately $62,300. The team stated that user funds were not affected and that the issue was fixed within hours.

The attacker subsequently continued attempting to withdraw more funds from the project and launched a denial-of-service attack. On Tuesday, Second said the attack may have degraded the ability of Bark-based wallets to receive Lightning Network transfers.

Second stated that the vulnerability was in the Ark server's boarding process, where an attacker could register and exit the relevant boards using only their own signature, while simultaneously spending the same batch of VTXOs in the node via the Lightning Network. The attacker also attempted to use bitcoin linked to the Blink Wallet security breach on September 19, but was unsuccessful. (Bitcoin.com News)

Controlled by Foundation alone changed to a 9-party community multisig, Compound proposal retains EPCF purpose

Odaily reports that community member ugurmersin has proposed an alternative to Proposal 613, suggesting that custody of the Ecosystem Protection and Continuity Fund (EPCF) and mainnet Chainlink SVR revenue be transferred from the Safe controlled by the Compound Foundation to a Community Multisig, adopting a 9-party 5/9 multisig mechanism. The proposal does not advocate shutting down the EPCF, but rather preserving its purpose, size, 48-month term, and emergency fund deployment capability.

As of October 8, the EPCF held 500,000 USDC and 4.5834 million USDC deposited in cUSDCv3, while mainnet Chainlink SVR revenue held 355.95 ETH. The proposal states that the original Proposal 613 had planned to shut down the EPCF and transfer the funds to the Governor Timelock, and was canceled by the Proposal Guardian on October 7.

Fed Governor Waller: Further rate hikes if economic data meets expectations, but no need for consecutive meetings

Odaily News: Federal Reserve Governor Waller stated that if economic data meets expectations, the Fed is expected to raise rates further, but there is no need for consecutive rate hikes at back-to-back meetings, and hikes should be implemented over an acceptable timeframe.

Waller noted that U.S. inflation has remained above the Fed's target for about five and a half years, and factors such as AI infrastructure buildout and ongoing energy shocks continue to exert inflationary pressure, potentially putting inflation expectations at risk. Meanwhile, the labor market remained solid in September, and although the number of new jobs declined, there is evidence that the U.S. economy is strengthening in the second half of 2026.

Waller also said the Fed can avoid making explicit commitments to forward guidance while improving communication by signaling potential policy options to the market. (Jinshi)

Tokenized markets remain small and fragmented, IMF recommends clarifying regulatory frameworks and strengthening interoperability

Odaily reports that the IMF has noted that tokenized repo daily trading volume is approximately $300 billion to $350 billion, while other tokenized assets total around $65 billion. By comparison, the U.S. repo market has a daily average size of approximately $13 trillion, and global capital market assets amount to $300 trillion. The IMF stated that although the tokenized market is growing rapidly, it remains small in scale and highly fragmented. To achieve safe growth, legal certainty must be established, regulatory frameworks must be clarified, and interoperability must be achieved. The IMF also warned that as the market expands, it could amplify traditional financial risks such as sell-offs, liquidity runs, and contagion. Policymakers should clarify the legal rights of tokenized assets, ensure consistent regulation applies to similar activities, and continuously monitor interconnectedness, leverage, and liquidity risks.

Hormuz Strait transiting vessels drop to 3; QCP says energy shipping costs are rising and crypto market positioning fragility is increasing

Odaily News: In its October 8 market thematic report, QCP stated that U.S.-Iran negotiations over transit arrangements in the Strait of Hormuz have reached a deadlock. The United States has taken pressure measures including withdrawing the Iranian delegation and imposing additional sanctions, but Qatar's mediation channel remains open. Currently, the number of vessels transiting the Strait of Hormuz has dropped to 3, compared with a normal average of 26; the U.S. Strategic Petroleum Reserve has fallen 28% since May, and the price of crude oil shipping from West Africa to China has risen to $27.22 per barrel, up 319% from the year-to-date average of $7.37 per barrel, while refined product shipping flows remain behind by about 33%.

QCP said tightening tanker supply could keep future delivery costs at elevated levels. On the crypto market side, Anthropic's IPO has been delayed to mid-November, with market valuation expectations of about $2 trillion; Strategy has slowed Bitcoin purchases and prioritized STRC buybacks, crypto ETF fund flows have cooled, and progress on the U.S. Clarity Act has stalled.
