Mainnet vote on November 23, Stellar advances Bell upgrade

Odaily reports that Stellar updated its Bell upgrade guide on October 23 in preparation for Protocol 30. Wallet, exchange, and infrastructure operators need to upgrade their software before the November network vote to support new contract addresses beginning with W; JavaScript SDK v17.3.0 was released on October 21, providing encoding/decoding and validation tools. Bell supports contract addresses carrying customer identifiers, and indexers and explorers also need to adapt to changes in the ledger header format; this upgrade also adds ML-DSA post-quantum signature verification and millisecond-level ledger timestamps, while ordinary transactions still use Ed25519 and the current block interval remains unchanged. Testnet validator voting is scheduled for November 3 at 17:00 UTC, and mainnet voting is scheduled for November 23 at 17:00 UTC, taking effect after approval, and the dates may change.
