CLARITY Act passage before midterm elections highly unlikely; House Republican leadership cancels September 21 and 28 votes

The House will reconvene on September 14 for a four-day agenda, then leave Washington and will not reconvene until after the midterm elections. This arrangement makes it highly unlikely that the CLARITY Act will pass before the midterm elections.
